And before you ask, that is my only Russian! We learned it to learn the differences between the Russian Cyrillic alphabet and the Greek alphabet which is similar - both are quite different to English so I congratulate you on your English!
As Joan says, we are not encouraged to discuss breeding on here because of the forum rules but this is really a question about inheritance factors I believe.
Mendel was the great scientist who initially broke the genetic code. According to Mendelian theory, in simplified terms, the basic rules are : with one black parent animal, and one white parent animal, you will get 25% all black, 25% all white, 25% black/white and 25% white/black progeny.
The exact % depends on whether the gene for both colours is carried by both parents, and which is dominant.
The gene for long hair/short hair works in the same way.
A dominant gene for long hairs in the tail will often also produce a 'ruff' or collar of long hair too or longer hair on the legs, but only if the other parent's genetic input allows it to happen.
In your case, you would need to look at the siblings of both parents if possible to help you to find out what % of long hair puppies have come in other litters.
